Unable to import by ged

After reinstalling TreeDraw V3.02 after hard disc problem, attempted to import tree by GED as previously and had message "Network initialization failed. Permission denied. File : C:\PDOXUSRS.NET. Directory C:. I went to Drivers/Native/Paradox and the NET DIR value was C:\.
What has gone wrong ?
